CPDE gears for the Third Monitoring Round

Days after the GPEDC held its  meeting entitled “Reinvigorating Effectiveness for the 2030 Agenda”, CPDE begins to prepare its constituencies for participation in the Third Monitoring Round (3MR). The meeting, held in Paris, sought to address bottlenecks in the monitoring process and discuss how results can be used. It was attended by national coordinators from over 50 countries, who are tasked with leading the process at their respective countries, as well as representatives from civil society and other stakeholders. The 3MR, which spans the entire second half of 2018, expects to begin data gathering and implementation at the country-level in the coming weeks.

CPDE has already begun to mobilise its focal points ahead of the national processes at the country levels. Most CPDE country focal points are currently in touch with past contacts from the Second Monitoring Round, while others have started to reach out to relevant ministries and departments of their governments to begin talks on cooperation towards the monitoring exercise.

A global training workshop and online webinars hosted by CPDE are also set to take place by September. These capacity development sessions aim to train CPDE focal points who are engaged in the 3MR process. his year, CPDE is set to expand its monitoring work from indicator two (progress in CSO enabling environment)  to other indicators which are intrinsically linked to democratic ownership and a human rights based approach (HRBA). This more holistic approach aims to better provide a more in-depth tracking of the state of effective development cooperation (EDC) both at national and global levels..

The GPEDC’s Monitoring Framework tracks country-level progress in implementing the four internationally-agreed EDC principles: country ownership, a focus on results, inclusive partnerships and transparency and mutual accountability to one another.

While other international accountability frameworks monitor the results and outcomes of development cooperation, the GPEDC’s Monitoring Framework seeks to capture behavior- change by focusing on how stakeholders partner at the country level.
